PRESENT

MINUTES
Minutes of the June 10, 1999 meeting were recommended for approval. A motion for approval was made by Mike Blackburn; seconded by Al Logsdon; motion passed 9-0.
POWERS AND DUTIES OF THE EXECUTIVE COMMITTEE
Commissioner Bob Gardner reviewed, with the Committee, those sections of the IHSAA Policy Manual dealing with the powers and duties of the Executive Committee.
COMMITTEE APPOINTMENTS
Chairman Phillip Gardner made the following committee appointments:
EXECUTIVE COMMITTEE AGENDAS
Commissioner Bob Gardner presented the probable agendas for the monthly Executive Committee meetings during 1999-2000. A motion to approve the proposed timelines for topics to be presented to the Executive Committee was made by Michael Powell; seconded by Priscilla Dillow; motion passed 9-0.
ATTENDANCE AT CONFERENCES, WORKSHOPS
Commissioner Bob Gardner requested permission to have representatives attend the conferences and workshops outlined below:
A motion to approve the recommended participation in these workshops was made by Al Logsdon; seconded by Cassel White; motion passed 9-0.
RULES INTERPRETATION MEETINGS
Assistant Commissioner Wynns requested the Executive Committee mandate that coaches and officials attend IHSAA Rules Interpretation Meetings in their respective sports. The sports in which rules interpretation meetings will be conducted are: baseball, basketball, football, golf, gymnastics, soccer, softball, swimming & diving, track & field, volleyball and wrestling. A motion to mandate that attendance of coaches and officials at IHSAA Rules Interpretation Meetings was made by Cassel White; seconded by Michael Powell; motion passed 9-0.
GIRLS BASKETBALL MENTAL ATTITUDE AWARD
Commissioner Bob Gardner recommended the mental attitude award presented in girls basketball be named in honor of retired Assistant Commissioner Patricia L. Roy. Ms. Roy was the member of the IHSAA staff responsible for girls basketball from the inception of the girls basketball tournament series in 1976 until her retirement in June 1999. A motion to approve the Patricia L. Roy Mental Attitude Award for Girls Basketball was made by Mike Blackburn; seconded by Priscilla Dillow; motion passed 9-0.
1999-2000 VOLLEYBALL TOURNAMENT SERIES
Assistant Commissioner Searcy reported on the general format, sites and other preliminary plans for the 1999-2000 Volleyball Tournament Series. Specific information regarding tournament assignments and dates can be found in the IHSAA Media Release of Aug. 16, 1999. A motion to approve the recommendations for the 1999-2000 Volleyball Tournament Series was made by Mike Blackburn; seconded by Michael Powell; motion passed 8-1 with Riordan dissenting.
HEARINGS
The Executive Committee met in executive session to conduct the following hearings:
BOYS AND GIRLS BASKETBALL TOURNAMENT FORMATS
Discussion of possible formats for the 1999-2000 Boys and Girls Basketball tournaments were conducted. The issues discussed centered around: (1) whether the first round sectional games should be played at a central site or at the site of one of the two competing schools; (2) whether the regionals should be played on Tuesday or Wednesday; and (3) how the host site for the regionals should be determined. A motion to table this matter until the September meeting was made by Dale Crafton; seconded by Cassel White; motion passed 9-0.
LITIGATION
Attorney Steven Moss updated the Executive Committee on the current status of pending litigation against the Association.
FINANCIAL REPORT
Commissioner Bob Gardner presented the monthly financial reports (June and July) of the Association.
TRANSFERS
Associate Commissioner Craft reported on transfers that have been ruled on since June 1999. This report included the following actions as of Aug. 3.
Full Eligibility: 107.
Limited Eligibility: 27.
Ineligible: 1.
NON-TEACHING COACHES
Assistant Commissioner Ress reported the Association is just beginning to receive 1999-2000 requests for approval of non-teaching coaches. As of Aug. 9, 131 non-teaching coaches had been approved.
NEW ATHLETIC DIRECTORS WORKSHOP
Assistant Commissioner Ress reported the IHSAA and the Indiana Interscholastic Athletic Administrators Association (IIAAA) are co-sponsoring a workshop for new athletic administrators at the IHSAA offices on Aug. 11. To date, 67 administrators had registered for the one-day workshop.
PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:
Bluffton High School
Commissioner Gardner reported the following action as a result of a violation of Rule 15-3.6b(2).
Plymouth High School
Commissioner Gardner reported the following action as a result of a violation of Rule 15-3.6b(1).
IHSAA DISTINGUISHED MEDIA SERVICE AWARDS
Sports Information Director Jim Russell distributed information regarding the selection process for the 1999-2000 IHSAA Distinguished Media Service Awards. An award is presented annually in each IHSAA district. Committee members were requested to give serious consideration to identifying potential candidates in their district so that honorees can be selected in a timely fashion.
AREA PRINCIPAL MEETINGS
Commissioner Bob Gardner requested that Executive Committee members start planning date/s and location/s for the Fall Area Principal Meetings. Late October and November is the recommended time frame for scheduling these annual meetings.
COMMUNICATIONS
The August meeting of the Executive Committee was adjourned. The next meeting of the Executive Committee will be at 8 a.m. Sept. 9, 1999 at IHSAA headquarters.
